BISHKEK, KYRGYZSTAN / RankWire.AI / – Indian Prime Minister Narendra Modi held discussions with Russian President Vladimir Putin during the 26th Shanghai Cooperation Organisation Summit in Bishkek. Their conversations on August 31 covered issues including political relations, trade, defence, energy, space, mobility, and people-to-people exchanges. Both leaders also examined regional conflicts and their cooperation within international forums. This meeting continued the ongoing high-level dialogue between India and Russia and built upon their previous interactions during the India-Russia Annual Summit in New Delhi in December 2025.

India and Russia review broad partnership at SCO summit
India-Russia cooperation stays in focus across trade, energy, defence and diplomacy.

The discussion between Modi and Putin focused on progress within the Special and Privileged Strategic Partnership established between India and Russia. Their respective governments sustain collaboration across sectors such as defence, civil nuclear energy, space, trade, and technology. Over recent years, economic relations have grown rapidly, fueled by energy trade and various commercial activities. Both nations have utilized bilateral mechanisms to address issues related to investment, payments, transportation, and market access. The leaders reviewed these sectors, evaluating the broader state of their bilateral relations during the Kyrgyzstan meeting.

Results from the 27th India-Russia Inter-Governmental Commission on Trade, Economic, Scientific, Technological, and Cultural Cooperation were also welcomed by the two heads. This commission convened in Moscow on August 24. India and Russia have set an ambitious target of reaching $100 billion in annual bilateral trade by 2030. According to Indian government figures, bilateral trade for the 2025-26 financial year was valued at $59.86 billion. Russian exports to India formed a larger part of this trade, highlighting energy and other commodities’ significant role in their economic relationship.

Discussions Include Regional Conflict and Security Issues

Regional security also played a key role in the dialogue between Modi and Putin. They exchanged perspectives on conflicts impacting the Black Sea region and West Asia. India emphasized how these conflicts influence maritime trade and endanger Indian seafarers. Modi reaffirmed India’s stance that dialogue and diplomacy should lead efforts to resolve disputes and expressed support for peace initiatives, advocating an end to prolonged conflicts through negotiated solutions.

Their meeting also touched on cooperation within BRICS, which India is set to chair in 2026. Modi expressed anticipation for Putin’s attendance at the 18th BRICS Summit scheduled for September 12 and 13. The summit will gather leaders from member nations to discuss topics such as economic cooperation and global governance. The Bishkek engagement occurred less than two weeks before that summit, offering both leaders another chance to review bilateral relations and coordination on multilateral issues.

Trade and Economic Cooperation Remain Central to India-Russia Relations

India and Russia continue to foster extensive government-level partnerships through regular summits, ministerial meetings, and technical working groups. Areas like defence, nuclear energy, and space continue to be key sectors of collaboration. Recently, discussions have also increasingly focused on trade, fertilisers, technology, innovation, and mobility. Energy remains a major component of their economic exchanges. Both governments rely on formal channels of dialogue to strengthen business ties and resolve practical issues affecting cross-border trade and investment.

The discussions in Bishkek brought together economic and diplomatic concerns into a single bilateral meeting. Modi and Putin reviewed ongoing cooperation, addressed conflicts, and coordinated efforts within multilateral institutions. Their conversation took place ahead of India’s scheduled BRICS summit, reinforcing the extensive scope of their relationship across trade, energy, defence, and global diplomacy. The meeting maintained the pattern of direct engagement between the two leaders, with both governments continuing to operate through their established bilateral and multilateral frameworks.
