    Africa’s First Continental Credit Rating Agency Begins Operations in Mauritius

    PORT LOUIS, MAURITIUS / RankWire.AI / – The African Union has officially introduced the Africa Credit Rating Agency, known as AfCRA, in Mauritius. This agency is tasked with providing credit evaluations for African sovereign nations, corporations, financial institutions, and other issuers. Its inauguration took place in Port Louis during the second African Conference on Credit Ratings. AfCRA will leverage regional data, African expertise, and established credit analysis techniques. As it expands its activities across the continent, Mauritius will serve as the headquarters for the organization.

    Africa launches first continental credit rating agency
    Africa Credit Rating Agency adds a new source of independent regional credit analysis.

    The idea of establishing the agency was first supported by African leaders in 2018. Support was reaffirmed by finance and economic planning ministers during meetings in Nairobi in 2023. The African Peer Review Mechanism subsequently coordinated efforts on governance, methodologies, and the operational model of the agency. AfCRA has since transitioned into an independent institutional entity. It will function as a self-funded organization with private sector participation, with ownership rules that prohibit government shareholding.

    Attending the official launch, Mahmoud Ali Youssouf, Chairperson of the African Union Commission, was present alongside senior officials from Mauritius and representatives of institutions. Ministers Dhananjay Ramful and Jyoti Jeetun of Mauritius also participated in the event. Youssouf highlighted the importance of credible analysis and the need for robust institutional independence. AfCRA will operate alongside existing global rating agencies rather than replacing them. The African Union has positioned the agency as an additional source of credit information for African markets.

    Agency aims to broaden African credit coverage

    AfCRA’s scope includes national governments, regional authorities, banks, companies, and other eligible borrowers. The agency emphasizes that its evaluations will be based on transparent processes supported by African economic data and market insights. Its framework also incorporates governance standards, conflict of interest safeguards, and analytical independence, which are integral to its operational structure. The goal is to produce credit assessments that investors, lenders, and issuers can rely on when assessing financial risks within African markets.

    Entering a market where several African economies have limited or no coverage from major international rating agencies, AfCRA will serve as an additional analytical resource. Concerns raised by African officials regarding gaps in local data and regional conditions reflected in external assessments will be addressed through AfCRA’s evaluations. The United Nations Economic Commission for Africa supported the development process alongside African institutions and other partners. The organization also underscored the importance of improving regional data quality and technical capacity.

    Mauritius to serve as the operational hub for the new continent-wide agency

    Mauritius will act as the operational base for AfCRA as it begins building its rating activities. The African Union highlighted the country’s strong financial sector, regulatory environment, and connections to international markets. Mauritian officials expressed support for the launch and the decision to establish the headquarters in Port Louis. From this location, AfCRA will provide credit ratings and related analysis for both public and private issuers across Africa. Its services will encompass credit evaluations for borrowers seeking access to domestic and international capital markets.

    The launch signifies AfCRA’s evolution from a policy initiative into an active credit rating institution. The agency now integrates into Africa’s broader financial infrastructure, with a focus on regional borrowers and market data. AfCRA states that its assessments will be grounded in independent analysis, adherence to technical standards, and locally relevant information. The African Union remains committed to supporting the agency’s role in expanding credit information across the continent. Moving forward, AfCRA will focus on establishing its presence among African issuers and investors.
